The format was originally a response to the conventional wisdom that people wouldn't read anything longer than  350 words on the Web.  

Conventional formats made people reading longer material feel like kids in the back seat of a car, continually asking "Are we almost there yet?"  Breaking material up into short  sections, then letting people continually choose whether to read another section--and if so, which one--makes extended reading feel more like eating just one more salted peanut. 

Adding concise synopses to the sections, and displaying these synopses in outline-type form, also allows people to skim and read selectively, without fear of missing anything they would consider significant.
